The Town of Grove is located in the northeast corner of Allegany County in the southern tier of New York State. The area is part of the Allegheny Plateau and is very hilly/mountainous. Grove is the home to the Swain Ski Center that sports over twenty ski trails, snow tubing, ski rental stores, ski lodge, restaurants all in a compact valley of extreme beauty.
What is a Comprehensive Plan?A comprehensive plan is a written document that identifies the goals, objectives, principles, policies, standards and strategies for the growth and development of the community. The State defines a comprehensive plan as "the materials, written and/or graphic, including but not limited to maps, charts, studies, resolutions, reports and other descriptive material that identifies the goals, objectives, principles, guidelines, policies, standards, devices and instruments for the immediate and long-range protection, enhancement, growth and development of the municipality.
The purpose of the Grove Comprehensive Plan is to guide local officials and community members in making decisions that will affect the future of the town. Future town actions will be based on the policies and recommendations in the plan include revisions to zoning and other local laws and regulations, capital budgeting, and providing services to the community.
Legal Basis -
The Comprehensive Plan is based on NYS Town Law Section 272-a, which specifies that the town board is responsible for preparing and adopting a comprehensive plan. As the law also permits the town to delegate this responsibility to an ad hoc committee established for the express purpose of preparing a comprehensive plan, the town board appointed a Comprehensive Plan Committee (CPC) to guide the preparation of the plan. The comprehensive plan is a policy document that does not, in itself, have the force of law. However, the Plan will influence changes in town law and regulations as well as funding decisions and other town actions during the next 10 to 15 years. In particular, zoning regulations must be consistent with the comprehensive plan.
How do we
Begin?
Most successful planning
efforts begin with a survey of existing conditions and determination of the
municipality's vision for the future. A very important component of the process
is public participation. Three months ago a group of interested Grove citizens
met for the first time and began the process by defining concerns and
objectives. At a subsequent meeting the mayor of Angelica, Pete Johnson, and
Kier Dirlam, chairman of the Angelica Comprehensive Plan Committee gave a talk
on how their community began their plan. It was very informative and will help
us in developing our plan.
At the town board meeting of January 17th,
the town board passed a resolution officially forming the Town of Grove
Comprehensive Plan Committee. At the meeting on February 7th, Michelle Hooker
agreed to act as chairperson of the committee, and Sue Morris agreed to serve as
secretary. A number of sub-committees were formed to begin work on the plan.
